It's Not What You Think

Why the most misunderstood track in Dutch secondary school might be exactly right for your child.
Can I be honest with you for a second? When a lot of expat parents hear their child is being recommended for VMBO, the first feeling is disappointment. Maybe even panic. Because we come from systems where there’s one academic track, and anything outside it feels like a consolation prize. But here’s what I’ve come to understand after living in the Netherlands: VMBO is not a lesser path. It’s a different path. And for many kids, it’s the right one. Let me walk you through what it actually is.

VMBO stands for Voorbereidend Middelbaar Beroepsonderwijs — which translates roughly as preparatory intermediate vocational education. It’s a four-year programme, starting at age 12, designed to prepare students for the next step: MBO, the Dutch vocational college system.
Think of it as the track that connects school to the real world in the most direct way possible. It’s structured, it’s purposeful, and it’s absolutely not a dead end.
Four pathways — because one size never fits all
Here’s something that surprises most expat parents: VMBO isn’t one thing. It has four distinct pathways inside it, each suited to a different kind of learner.

Basisberoepsgerichte leerweg (BL) — the basic vocational pathway. Very hands-on, very practical. Students spend significant time on vocational subjects and learn by doing. Great for kids who thrive when they can see exactly how what they’re learning connects to actual work.
Kaderberoepsgerichte leerweg (KL) — the intermediate vocational pathway. A step up in complexity, still firmly practical. This pathway prepares students for more technical or supervisory roles within their chosen field. A solid middle ground between pure theory and pure practice.
Gemengde leerweg (GL) — the mixed pathway. As the name suggests, this blends vocational and general academic subjects. Students get a broader education while still building practical skills. It sits between KL and the theoretical pathway.

Theoretische leerweg (TL) — the theoretical pathway, also known as MAVO.

This is the most academic of the four. It’s much closer to HAVO than to the basic vocational pathway. Students study mostly general subjects, with less focus on practical vocational training. If your child ends up here, they’re in a genuinely solid academic environment.

And after VMBO — what happens next?

This is where the Dutch system shows how well it’s actually designed.
After completing VMBO, the natural next step is MBO — Middelbaar Beroepsonderwijs, or vocational college. MBO offers qualifications in everything from IT and healthcare to hospitality, engineering, and creative industries. These are real, employable skills that the Dutch labour market genuinely values.

But it doesn’t stop there. After MBO, students can continue to HBO — a university of applied sciences, where they can earn a bachelor’s degree. So the path looks like this:
  • VMBO (4 years)
  • MBO (1–4 years depending on level)
  • HBO — bachelor’s degree at a university of applied sciences
That’s a full degree. From VMBO. And for students in the VMBO-TL pathway specifically, there’s another option: moving directly to HAVO — provided their exam results in certain subjects meet the required conditions. The door to a more academic route isn’t closed. It’s just conditional, and that’s fair. A word to the worried parent
If your child has been recommended for VMBO and your stomach dropped a little — I get it. It feels unfamiliar. It doesn’t map onto the system you grew up with. But ask yourself this: what do you actually want for your child? A path where they feel confident and motivated? Where they’re learning in a way that suits how their brain works? Where they graduate with real skills and a clear direction?
The Dutch didn’t build this system by accident. It was designed to honour different kinds of intelligence — not just the kind that shows up well in academic exams. A child who struggles to sit still through theory lessons but comes alive the moment there’s a problem to solve with their hands?
VMBO was built for that child.

And that child can still end up with a university degree, a thriving career, and a very good life.
